Project content: District I of Jinmeng Gulf project starts from Wentao Road in the east and to Shan Dongpu intersection of Binhai Avenue in the west and to Laojingshan Railway in the north and to the Chaoxi Line of Bohai Sea in the south.It covers a total area of 2,060 mu approximately.The construction land is about 2060.7 mu and the total planning construction area is 0.77 million m2.The project includes office district of administration, finance and commerce and seashore residential district, central square district and seashore leisure district, etc.District II starts from Gechi Road in the west to Shan Dongpu intersection of Binhai Avenue in the east, to the Binhai Avenue in the north and to the Chaoxi Line of Bohai Sea in the south.The coastline is about 10 km2.It concludes overhead green lands, tourist service district, plant scenery belt, ecological water-accessible environment, seashore holiday district and so on.

Investment estimation and capital source: The total investment of the project is about US $ 562.5 million which includes US $ 93.75 million of public welfare infrastructure investment.

Market analysis: The project of Jinmeng Gulf is initially positioned as "CCD" (which stands for COASTAL CENTER DISTRIC), which plans to the principle of "human-oriented", emphasizes the appetency between human and nature, and pursues the effect of "the unity of Heaven and Human". On the basis of meeting the feasibility, the project gives prominence to the consciousness for the best, the ecology and the environmental protection. On the ground of widely absorbing the planning essence of world seashore districts and fully considering the reality of Qinhuangdao City, the project will fully expand the imagination and the further advance features of the planning and represent the characteristics of seashore tourist cities. It will be advanced in the world and top in China, realizing the unity of economic, social and environmental benefits.

The functional district is divided into: 1. Central square district: It is the important component of the theme of the Olympic Games of Qinhuangdao City which echoes with the Culture and Sport Centre if Qinhuangdao in the north. On one hand, it provides the extension of the sight for the sub spot of the Olympic Games. On the other hand, it provides evacuating passages for important events and provides spot for holding large-scale activities.It is the main axis of the sight from south to north.The planning has some symbol buildings, for example, the administrative centre, etc. 2. District of finance, commerce and administration: the district mainly represents the features of modern seashore cities and outstands the style of modern seashore cities.The symbol building is that of the project of Jinmeng Gulf, which is planned to build administrative offices, finance offices, five-star hotel (with the conference centre which can host international conferences and exhibitions) and comprehensive service facilities of tourism, diet, shopping, leisure, etc.  3. Seashore residential district: It mainly plans to build villa and high-stored building which integrate with some designed sights such as water sight, park and small-scaled square. With the emphasis on watching the sea it designs a main axis of sightseeing from east to west along the residential district water system till the finance district. 4. Seashore leisure district: This district is the natural bathroom at present. Parts of the current low-level villas district along the sea (in the southwest of the intersection) have been removed to renovate the natural bathroom or to construct yacht dock. At the same time, it has added modern sights and service facilities to promote the service functions and reception level of tourism and raise the cultural taste of the city and provide a sea-accessible place with complete-function, beautiful environment for citizens and guests. 5. The coastal belt sight:To strengthen the planting and beautification, to outstand the concept of environmental protection, to integrate with eco-tourism, to set some small scale tourist infrastructures (house and car club, eco-villa, etc.) and to decorate the sight with small scale visiting a garden, sculpture, architectural oddments, etc.

Project progress: The project is undertaken by Qinhuangdao City Urban Construction Investment Ltd. Co. It has been set about on May 3rd, 2003. At present, the conceptual planning and design have been finished and the initial feasibility study scheme has been composed.The earlier-phase work of requisition and removing has been underway, which has gone well.
