6. Background and Construction Conditions:
The Close Harbor Industrial Base of Yuqing Bay is one of the four key close harbor industrial bases that is planned to be constructed by Wenzhou municipal government. The base is 40 km away from Wenzhou City, 45 km away from Taizhou City. It is close to the Puqi junction of Sanxian Expressway, which forms the land transportation passage. The existing channel has the water depth of 10.8 meters at the shallowest spot in natural state and over 15 meters at the front area. With prosperous deepwater harbor exploration condition, broad beach and rich land resource, distinct transportation priority, the support of the city and the great potential, the base can meet the four basic demands for developing harbor economy. The construction of the base will not take up the land and the cultivated land. With less investment and immediate result, the area is one of the best places for the construction of close harbor industrial areas in Wenzhou.
The planned area for the close harbor base is 60.8 sq. km., exploring 15 km coastline. It relies on a number of docks, and a large-scale modern logistic area will be constructed in the rear harbor, which will support the development of Wenzhou-Taizhou coastal industry zone. Based on the harbors, the close harbor industries such as modern logistic, storage, machinery and electricity, ship building, export processing and so on will be greatly promoted.
7. Progress of preparatory work:
The leading group for the construction of Yuqing Bay harbor area has been established with subordinate offices. The preparatory work about the research and test of the harbor area is being carried out and the general plan of the base, the controlled plan of the harbor area and the measuring of the early stage exclamation area have been finished. The feasibility study on three over 50,000-ton-class docks has been launched; the open-up right of the harbor has been approved by provincial government and now is applying for the approval of the country’s port office. In addition, an investigation has been made in the area of the project on matters concerning the land exclamation policy of the 15 planned villages
8. Construction Scale and Target:
The base will start the reclamation of tideland, the construction of multipurpose dock and complete the construction of infrastructure. Besides, the enterprises will enter the area, and the enterprises encouraged by the nation will be given the priority.
9．Financial Estimation:
The base serves the Wenzhou-Taizhou coastal industrial zone – one of the three economic zones of Zhejiang Province, and will spread to southwest of Zhejiang, north of Fujiang, south of Anhui, and east of Jiangxi. After the construction, it will be a dock-based modern harbor area featuring modern logistics, close harbor industry, and ship building base. The transportation of the cargo will benefit the economic development of southwest of Zhejiang, north of Fujiang, south of Anhui, and east of Jiangxi, and it will bring high recovery to the investor. The preliminary investment is 2 billion Yuan.
10．Cooperation Content:
Allow and encourage various kinds of sole proprietorship, cooperation, joint venture, pool capital and shareholding. The Chinese partners invest in cash with land and coast utilization rights while foreign partners with spot exchange.
11．Conditions Provided by the Project Sponsor:
The government will invest to finish the exclamation of the land area, the cultivation of tideland, the building of the road to the harbor and “three supplies and one leveling” i.e., supply of water, electricity, road and leveled ground. The government will establish harbor exploring agency, coordinate the relevant construction, and on the base of the dock, construct modern logistic center, close harbor industrial center, storage center, necessary living facility center and ship building base to form a unified bound exploration pattern.
