6. Background and Construction Conditions:
With prosperous deepwater harbor exploration condition, broad beach and rich land resource, distinct transportation priority, the support of the city and the great potential, Yueqing Bay Harbor can meet the four basic demands of developing harbor economy. Yueqing Bay Harbor will become one of the four close harbor industrial bases, by which Wenzhou government promotes its industrial structure. Yueqing municipal government has set up a leading group and office in charge of the comprehensive exploration of the harbor.
Yuqing Bay Harbor is 40 km away from Wenzhou City, and 45 km away from Taizhou City. The rear land of the harbor is only 4km away from Puqi junction of Sanxian expressway, and the road to the harbor has been constructed. The Yong-Wen railway is under construction and it will pass the rear of the harbor, which forms the land transportation passage. The existing channel has the water depth of 10.8 meters at the shallowest spot in natural state and over 15 meters at the front area. The Yuqing Bay sheltering anchorage is the best international anchorage in China. The 100 sq. km industrial area in Yuqing City is situated in the rear of deepwater harbor, possessing rich folk capital and broad market. With vast tideland, the harbor area needn’t divert farmland and cultivated land to the uses for logistic and industrial construction. It is one of the best places for the construction of the close harbor industry in Wenzhou, with less investment and quick result.
7. Progress of the Preparatory Work:
The preparatory work about the research and test of the harbor area is being carried out and the control detailed project: A Feasibility Study on the 1st Phase Multipurpose Berth Project of Yuqing Bay Harbor Area of Wenzhou Harbor has been finished and is being applied.
8. Construction Scale and Target:
The coastline of 1,150 meters long is available for the 1st phase of Yuqing Bay Harbor Area, and one 50,000-ton-class multipurpose berth and two 50,000-ton-class container deck berths will be constructed. One multipurpose berth has the handling capacity of 1,220,000 tons, of which the container has 120,000 TEU. The handling capacity of two container berths is 700,000 TEU. The whole construction will take four years.
9. Financial Estimation:
Including the rear land area, the total investment is 2,180,000,000 yuan, of which the investment for two container berths is 1,480,000,000 yuan.
10. Cooperation Form and Content:
The foreign partners can make sole investment or joint venture. The Chinese partners invest in cash with land and coast utilization rights while foreign partners with spot exchange.
11. Conditions Provided by the Project Sponsor:
The right to utilize the sea area and land. The government will invest to complete the land reclamation from marshland, build the approach port road and supply water, electricity, road and leveled ground. The land used for the construction of harbor area, industries and logistics can be guaranteed.
