6. Background and Construction Conditions:
Located along the south coast of Zhejiang Province and outside the estuary of the Oujiang River, Dongtou County teems with coast and tideland resources, and is situated at the central and hub position of the Wenzhou and Taizhou port group, it also has great advantages in geographic conditions. As it is blessed with six deep-water harbors, such as Zhuangyuan’ao, Xiaomen, Huangdaxia and Qinglingyu, with 27 kilometres of deep-water coastline in full length, the county is the deep-water harbor area of Wenzhou metropolis, the close port industrial area and the tourism and holiday resort. The implementation of Wenzhou’s strategic programs for the development of “One Port and Three Cities” and the start-up and construction of the Peninsula Project, the Zhuangyuan’ao Deep-water Harbor Area and the Wenzhou (Dongtou) Central Fishing Harbor will effectively improve the development of Dongtou County. The exploitation of tideland and coast resources, the development of sea transportation, ship building and repairing and other close port industries and the construction of ship building and repairing base will help extend industrial chains and raise industrial grades and levels in Dongtou County and even in Wenzhou City.

7. Progress of the Preparatory Work: The control project of the base is under planning.

8. Construction Scale and Target:
The Luxi Ship Building and Repairing Base of Dongtou County is located between Luxi Village and Chanyu Qiao Village of Luxi Town. With the water depth of 30 meters at the frontier area, the broad tideland can be reclaimed into the rear base of docks. The land used for the project is 650 mu, with the construction of a 50,000-ton-class building berth and a 100,000-ton-class dock.

9. Financial Estimation: The total preliminary investment is 200 million yuan.

10. Cooperation Form and Content:
Importation of capital and management expertise from domestic and foreign specialized companies.

11. Conditions Provided by the Project Sponsor:
The sponsor will give assistance to the investors in completing the preliminary work of the project. The project can enjoy the preferential treatment stipulated in the policies concerning the county’s key projects. According to the stipulations, it will enjoy the preferential treatment of local income tax, customs duty and import duty on value added.
