6. Background and Construction Conditions:
Located in Bacao Town in the southeast of Cangnan County, near 27 32’N and 120 36’E, 80 kilometers away from Wenzhou City and 18 kilometers from Wenzhou-Fuzhou Expressway, Wenzhou Cangnan Central Fishing Port has a favorable regional position and convenient land and water transport service. It is an important port town along the coast in Cangnan County and also an important area of aquatic products and the base of aquiculture, which is called “the land of fish and rice” and “the hometown of squid”. Bacao Harbor was approved by Ministry of Agriculture as a second-grade fishing port in December 1990, where more than 2000 fishing boats from Bacao, Lupu, Jingxiang and Yanting Towns usually come together to unload goods, take shelter from the wind and lie at anchor. During typhoon, there are also fishing boats from the neighboring areas of Pingyang, Ruian and Fujian to take shelter from the wind.
7. Progress of the Preparatory Work:
The overall plan and the feasibility study report of the project have been finished by Wenzhou (Cangnan) Central Fishing Port.
8. Construction Scale and Target:
a) Dock: The total cost of the project is 86,000,000 Yuan, of which the construction cost is 75 million Yuan.
b) The new village for the fishermen: It covers a ground area of 1500 mu, and the investment is 300 million Yuan.
c) Sightseeing fishing industry (tourism): 20 million is invested in Bachao Garden.
d) The investment of the rear of fishing industry: 50 million Yuan is invested in ship building, ice making and freezing.
e) Fishing industry-processing base: It covers an area of 1200 mu, with an investment of 1 billion.
9. Financial Estimation:
The total investment is 1.5 billion yuan, with an importation of 1 billion Yuan from abroad and the investment recovery period is 13.9 years.
