6. Background and Construction Condition:
Connecting Wenzhou coastal economic industrial zone, linking the main ports of Wenzhou Port and the airport, Yueqing Nantang-Ruian Feiyun section of the coastal expressway (Yong-Tai-Wen multi track) is a part of the coastal passage – the multi track of Yong-Tai-Wen Expressway. In addition, it is the framework of Wenzhou metropolis construction project, the component of the expressway net of the province and the city and is listed into the transportation construction project in the province’s and city’s “11th 5-year-plan”. The construction of the project will have great significance in promoting the economic development of Wen-Tai coastal industrial zone, strengthening the exploration of Wenzhou Port and Wenzhou Airport, perfecting the arrangement of the main expressway net, “linking Shanghai, and joining Changjiang Delta”, developing Wenzhou economy, and reinforcing the national defense construction.
7. Progress of the Preparatory Work:
The feasibility study of the plan has been finished and is under approval. The project is planned to start at the end of 2007, with the construction period of 48 months.
8. Construction Scale and Target:
The project starts from NantangTown of Yuqing City, Wenzhou, the starting point of it is Yong-Tai-Wen Expressway (Tong San Expressway of state main road). It goes on from Yuqing, Longwan to Feiyun Town of Ruian City, linking Yong-Tai-Wen Expressway. Adopting the expressway standard, it has a length of 88 km, planned speed 120 km/h, the handling capacity of the bridge and culverts is designed to be – I-class expressway and the width of road bed: (1) from Yuqing Nantang to Yuchen section – the expanding section of Yong-Tai-Wen Expressway, 4-way 8-lane and the width of the road bed 42m; (2) from Yuqing Yuchen to Huanghua: 2-way 4-lane and the width of the road bed 26m; (3) Yuqing Huanghua to Ruian Gexiang section: it coincides with the east part of Wenzhou round-the-city expressway, 3-way 6-lane and the width of the road bed 34.5m; (4) from Ruian Gexiang to Ruian Feiyun section: 2-way 4-lane and the width of the road bed 26m.

The total amount of investment is 9.6 billion yuan.
