6. Background and Construction Condition:
The Feiyunjiang River Third Bridge is the “four-self highway project” of Zhejiang Province and started to be built in July 2003. This project belongs to the extended project of the connecting line of the Feiyunjiang River Third Bridge and is a very important complement of the Feiyunjiang River Third Bridge. The total length of the project in the section of Pingyang County is 10km. This project is extremely important in perfecting the highway network in Wenzhou, giving full play to the function of the Feiyunjiang River Third Bridge, releasing the traffic pressure of the No.104 state highway in that area, promoting the urbanization of Pingyang County, and improving the communication and investment conditions and accelerating the development of local economy.
7. Progress of the Preparatory Work:
The feasibility study report is being drawn up.
8. Construction Scale and Target:
The starting point of this project is the terminal of the Rui’an section, the south extension line, which goes through Wuqiaotou, Qiansong, Xiazheng, Shang’ao to the terminal in Chenjiadian Aojiang Town, Pinyang County. After bypassing the Qiuhuangshan Tunnel Toll Station, it will connect the No.104 state highway. The total length is about 10km. This project will be designed with the speed limit of 100km/h according to the standard of first-class highway of The Technical Standard of Highway Project (JTGB01----2003) by the Ministry of Communications. The south-extension line has a roadbed of 26m in width, (in which the section about 1km from the starting point to Pinsong Avenue will have the same roadbed with it in the Rui’an section). The two-archway tunnel will be built with a net width of 10.5m and net height of 5m for each single archway. Other technical targets are all in conformity with the corresponding technical standard.
9. Financial Estimation:
The total investment is ￥370 million yuan and the period of investment recovery is 12 years with an internal financial rate of return 13.5%

11. Conditions Provided by the Project Sponsor:
The Construction Headquarters of South Connecting Line of Feiyunjiang River Third Bridge Pinyang Section has been set up, being in charge of the preparatory work, policy handling, construction work, etc.
