6. Background and Construction Condition:
The Ruifeng Highway, being the main part of “5 north-south lines, 2 west-east lines and 1 round route” of Ruian City transportation net, is the only passage connecting the west region of the north of the Feiyunjiang River. The present Ruifeng Highway, with narrow roadbed, bad route and huge traffic flow, cannot meet the demand of economic development.
7. Progress of Preparatory Work:
160 million yuan of the investment has been fulfilled after starting the construction in March 2004.
8. Construction Scale and Target:
With a total length of 37.84km, the Ruifeng Highway will be built according to the highway standard class-Ⅱ, with an interchange. The double 4-lane road is 22km in length with a roadbed of 24.5m, while the 2-lane road is 15.8km with a roadbed of 12m.
9. Financial Estimation:
The total investment of the project is ￥685 million yuan and the period of recovery is 9.5 years.
10. Cooperation Content: Sole proprietorship or joint venture

Importation of capital and transfer of stock.
