Background
Huangshan City is a newly rising international tourist city. Its city proper covers an area of 7 km2 with a population of 79 thousand. According to the overall development plan of the city, it will increase to 20 km2 with 200 thousand people in 2010. At present, there are 120 tons of garbage per day, which are transported to the barren hill with simple treatment by the city’s environmental sanitation administrative office. It affects the citizens’ health and holds up the development of the economy and tourism seriously. It is necessary to build up a refuse disposal plant immediately.

Content and Scale
This plant will cover an area of 118,000 m2. It includes the project of a dam and water-cut, garbage burying and selecting, retrieving of gas and compost. First stage of the project will provide service for the central proper with the disposal capacity of 250 t/d. And the second stage of the project will provide service for the city proper, Huizhou District, Xiulin County and Shexian County with the disposal capacity of 500 t/d.

3. Technological and Equipment Planning

During the first stage of the project, we will bury the garbage and extract the methane from the waste gas, which will be used as the fuel for living or for garbage classification. During the second stage of the project, garbage will be classified. Half of them, about 250 t/d, will be buried, and the other half will be used for fertilizer production. The project will add 40 carts, vehicles and other garbage-disposal machines.

Investment Estimation
The total investment is 49 million yuan, including 9.8 million yuan raised by ourselves, 15 million yuan of the State Financial Special Fund and 24.2 million yuan of foreign investment.

5. Economic and Social Benefit Analysis

After realizing classified disposal, it will produce 1.25 million m3 of methane and 90 thousand tons of fertilizer. The output value will be 55 million yuan and the profit will be 4.5 million yuan.

6. Progress of the Project

Preliminary stage work, such as site selection, survey, and design have been completed. We are preparing to put it into operation by the end of this year.

7. Mode of Cooperation:

To set up a joint venture. If the other side invests part of the funds, they will get priority when we pay it back.

Huangshan Environmental Sanitation Administrative Office has 2.248 million yuan of registered capital, including more than 20 sets of garbage-vehicles. They are in charge of the environmental sanitation in the central district.
