2. The Reason and Necessity of the Project Introduction:
The Pipa Pavilion is one of the famous scenic spots in Jiujiang City. It was constructed to commemorate the Great Poet Baijuyi of the Tang Dynasty and was named Pipa Pavilion due to one of the poet's work Pipa Xing. In history, many famous scholars and writers visited here and pondered on the late virtuous and talented people; they overlooked the river from the pavilion, expressed their feelings for the past and left many famous literary works, which also makes the Pipa Pavilion one of "the Eight Scenic Spots of Jiang Zhou". However, from the Tang Dynasty on, The Pipa Pavilion experienced rise and fall. In order to revive the shining of the historical relic and develop the cultural tourism, in 1987, the People' Government of Jiujiang City reconstructed the Pipa Pavilion at the east of Yangtze Bridge with the form of a pair of symmetrical pavilions which covered an area of 3300 square meters, but due to it's small scale, it was very hard to showcase it's abundant cultural essence. Especially after the extraordinarily serious flood in 1998 and with the renovation of the embankment and the construction of the flood control facilities, the former program and design could not live up to the request of the flood control due to it's low terrain, and it's small area and scale could also not accord with the city's development and meet the requirements of tourists. In order to be consistent with the requirements of the tour city's development of Jiujiang, The Municipal Government decide to choose a new place for the reconstruction and the reprogramming of the Scenic Area of the Pipa Pavilion and to make it the hot place for traveling and the new scenic spot of culture and humanities with scale and quality in the city of Jiujiang.

3. The Current Market Condition of the resources of Tourists:
After the completion of the Scenic Area of the Pipa Pavilion, and together with the development of the city's construction of Jiujiang and the completion of renovating the Binjiang Main Road, Jiujiang, as an excellent national tour city will attract more and more Lu Mountain travelers to staying in the city, and fully make use of this large resources of tourists; on the other hand, as a comprehensive tour area covering a functional combination of sightseeing, culture, relaxation and entertainment, it will also attract many citizens going outside for relaxation and tour. So the Prediction of the resources of tourists for the scenic area should be based on the Jiujiang area and the annual number of tourists of the neighboring scenic spot of Xunyang Tower. In 2002, the number of tourists in the area of Jiujiang is more than 6 million, and together with the 80 thousand tourists from the Xunyang Tower, so with the scale and quality of the Pipa Pavilion, the scenic area will attract at least 200 thousand tourists annual and with the increase of 8% year by year.

4. The Location of the Construction:
The project is located at the northeast of Jiujiang City, The Yangtze River, The Binjiang Road, the Barracks of the Armed Police Warship Brigade and the Suojianglou Dock of Electric Plant are respectively to it's north, south, east and west. The programmed land covers an area of 32 thousand square meters with 400 from east to west along the Binjiang Road and the average of 80 meters wide from south to north. The altitude of the base is 23 meters without the embankment due to it's living up to the height of the protection from the flood of Jiujiang City.

5. The Program and Other Related Construction Conditions of the Project:
The guiding ideology of the program of the scenic area is based on the diversity of organizing the flow of tourists of the scenic area. With the focus of the Pipa Pavilion as the organizing center of the whole scenic area, it is to fully excavate the cultural sediment of the Poet Baijuyi and the Tang Dynasty, to create a cultural atmosphere with high taste and to provide various all-round tour and relaxation activities with strong significance of participation at the same time. Through the distinctive image molding, the Pipa Pavilion can not only become the new symbol of Jiujiang City but also me made into the widow showcasing the long history and culture of Jiujiang and will be a cultural scenic area attracting tourists and local residents so as to achieve the win-win situation of social and economic profits. In June 2006, the setting of the project was approved by the Jijiang Planning Committee, and in order to guarantee the smooth implementation of all construction works of the scenic area of the Pipa Pavilion, the leading team for the construction of the scenic area of the Pipa Pavilion was established in the same year. In order to live up to the high starting point and high standard of the construction of the scenic area, the program and the design of the scenic area are carried out through the form of inviting tenders selectively nationwide and now the early preparatory work of the construction of the scenic area of the Pipa Pavilion is already completed with the experts approval of the assessment and the proof of the overall designing program.

The total estimated investment of the scenic area of the Pipa Pavilion is 35.8076 million RMB (excluding the cost of land).

The annual income (taking the first year as example) is 18 million RMB with the annual expenditure of 6.48 million RMB, so the annual net profit: 18 million RMB－6.48 million RMB=11.5 million RMB, and the period of returning the investment is about 3 years( with the consideration of the annual increasing rate of tourists).
