1. Project Background

Nanli Lake Scenery Area is located in Ding'an County of Hainan. It is one of the famous artificial freshwater lakes in Hainan, and among the first group of scenery area at the provincial level.

After over ten years' development, the infrastructure of Nanli Lake Scenery Area has been gradually improved. Its richly endowed tourism resources have attracted investment from home and abroad. Besides the Nanli Lake, a 27-hole International Golf Club that is the largest of the island, Hongyang Fishing Hotel (three-stars), Nanli Lake Water Village (three-stars), Wan Changlong Fruit Sightseeing Park, Haige Manor, Juding Bear Park have been constructed. Tourism projects in construction are Nanli Lake An'zhi Tinglan Resort Islands (five-stars), Hangjing Bay Hotel (four-stars), Nanhu Manor (three-stars), Wenbi Peak Taoism Culture Scenery Area.

The quiet natural views, tourism facilities of recreation, vacation and entertainment in Nanli Lake have attracted many tourists. The annual tourist reception number of Nanli Lake Scenery Area was over 1 million in 2001, and the number of tourists staying overnight was more than 100 thousand. It has gradually become a bright pearl of Haikou tourism circle in north Hainan and is called to be Haikou's back garden.

2. Construction Scale and Content

The planned controlling area of Nanli Lake Scenery Area is 46 square kilometers, the core area is 31 square kilometers, among which the water area is 12 square kilometers, ecological preservation area is 15 square kilometers. In accordance with the General Planning of Nanli Lake Scenery Area, the Scenery Area has been divided into 6 view areas, 1 comprehensive management and service area and 3 ecological preservation areas. The current constructed projects are all located in the initial range of the scenery area, other view areas and projects haven't been developed yet. 3. Construction Site and Conditions

Nanli Lake Scenery Area is located along the east expressway, 46 kilometers away from Haikou City, 58 kilometers away from Haikou Meilan International Airport in the north, 222 kilometers away from Sanya Phoenix International Airport in the south.

Nanli Lake Scenery Area is 6 kilometers away from the entrance of expressway, the infrastructure such as the 20-kilometers east lake-surrounding road, high voltage transmission line, telecommunication, water supply have been completed, the street lamp project at the entrance and park afforestation project are in construction.

4. Investment Estimate

Total accumulated investment is estimated as 2 billion yuan, and initial construction fund mainly comes from the government's allocation and bank's financing.

5. Construction Conditions

1) The infrastructure has been well prepared

①Road facilities: the 6 kilometers-long and 13 meters-wide cement hardening road from expressway entrance to Nanli Lake Scenery Area has been completed, and the 20km-long and 13m-wide road surrounding east lake has also been constructed. ② Power facilities. 35/10kV transformer substation /power distribution station and 10kV loop line surrounding lake have been completed. ③ Telecommunication facilities. Telecommunication station and line have been constructed, the fixed telephone and broadband internet are available. ④ Tourism facilities. The yacht wharf has been completed.

2) Part of tourism projects has been constructed or is in construction

①The 1640 mu and 27-hole golf club was completed and operated in 1996. ② The three-star Hongyang Fishing Hotel (215 guestrooms) was completed and operated in 1996.③ The three-star Nanli Lake Water Village (152 guestrooms) was completed and operated in 2000. ④ The recreation center with 52 guestrooms was completed and operated in 1995. ⑤ Haojing Bay Hotel (a four-star hotel) with 430 guestrooms began its trial operation on the National Day of 2003. ⑥ The infrastructure of Anzhi Tinglan Resort Islands (five-star) with 100 villas has been finished, and the villas are expected to be completed at the end of 2004. ⑦ The main building of Libo Manor (three-star) has been finished, and the Manor is expected to be completed in 2004. ⑧ The construction of Wenbi Peak Taoism Culture Scenery Area with the investment of 80 million yuan has been started, and is expected to be completed in October 2004.

6.Economic Benefit

After the completion of the development of Nanli Lake Scenery Area, the annual turnover will reach 176-207 million yuan and gross profit will reach 19-24 million yuan if calculated by the number of annual tourist reception of 4.7-5.4 million.
