General Information of Project Undertaker:
Luxi county has long history and cultural resources, in Tang, Yuan, Ming and Qing dynasty, it was the boom period, as Businessman shuttling and Traffic Never Ending.
Luxi county locates in south east of Yunna Province, 166 km from the capital city Kunming with 1 hour and 40 minutes journey. There are also sufficient power supply, the under-construction 210000 kw Yunpeng Power Station will be finished in 2007.

Information of the Project:
There are rich limestone resources in Luxi, with proved 10 billion tons of reserves, which has high calcium carbonate content. It is planed to set up an annual 200000 tons of calcium carbide factory for two stages with 100000 tons of each stage: in the first stage, 1 ton calcium carbide needs 2 tons of limestone, 2X2.5 kilovolt ampere power. Yunnan will set up 100000 tons of PVC (Polyvinyl Chloride) project, which the feasibility report has been approved.
The total investment is 160 million, the located was selected as Luxi County Wulang Mine Metallurgy Economic Cooperation Zone.
The project suggestion has been finished.

Market Analysis:
In 2005, the capacity for PVC will reach 3 million tons a year, while the demand for it is 4 million tons, which ensures the promising market. The sales target places are nearby provinces and South East countries.

Condition:
1. Transportation: it has high level roads or railway to shorten the distance;
2. Water and Power Supply: Luxi County has rich resource of water, with no pollution; it has 7 power station, with annual generated electrical energy 200 million kw, which can meet every village’s demand as well as meet the demand of running at full capacity within the project area.
3. Construction Land Condition: the location of the project is in Luxi County Wulang Mine Metallurgy Economic Cooperation Zone, where has large area and enough development space for the future expansion to form the calcium carbide and PVC base.
4. Labor: there are rich labor resources.

Economic Analysis:The construction period is 2 years. The increased value added tax is 14 million.
