Geographic Location: the Park was composed by three parts: the first part includes Xizigou one km east of Xining airport, areas from the west of Kharrazi River to the east edge of ditch straight including oil depots in between, hills and farmland one km north of the villages along the Airport Road; The second one includes basic farmland south of Kharrazi straight ditch and north of Huangshui River, and part of river bottomland and plowland; The third one includes basic farmland and river bottomland around Caojiabao Village as well as along the Huangshui River.

Terrain and Physiognomy: The first part mainly consists of small plots of farmland between the hills and ridges, which need to be linked together into one mass by leveling off those hillocks. The first and the second parts can be exploited in mass; the second and third parts are mainly basic farmland. The first part has a higher altitude which is about 2,189 meters above sea level. The second part is comparatively even with 2,142-2,180 meters above sea level. The third part is also comparatively even with 2,120 meters above sea level

Area: The Park covers an area of 14,000 mu, including 6,818 mu of barren hills and slopes and 7,182 mu of basic farmland.

Infrastructure: (1) Power supply: to construct a 330KV electricity substation. (2) Water sources: Huangshui River and Huangshui north dry trench. (3) Urban planning: the Gaozhai Industrial Park can make an urban development planning including the airport, existing villages and oil storage so as to solve the problems of transportation, green, waste disposal, water supply, telecommunications, and other infrastructure.

Exploitation Costs Estimate: the region is mainly of barren hills and wasteland, which needs lower land costs. The exploitation cost preliminarily estimated is 2,000-4,000 Yuan/mu. After the exploitation, it can reach 10,000 Yuan or so with greater appreciation of space.
Exploitation Mode: The Park adopts the commercial development operation mode, which should be invested by the investor in the way of exclusive investment or joint venture to carry out the infrastructure construction work and obtain benefits through compensatory transfer of the land.
