Project Background: Xunhua County, the only Sala Autonomous County in China, is the hometown of the tenth Panchen Lama. It is the only one of the 22 key ethnic minority counties supported by the state in Qinghai Province, as well as the country's agricultural tourism demonstration spot, tourism poverty-alleviation Demonstration County in Qinghai and scenic garden city. It is located in the Yellow River valley which is in the eastern part of the province, bordering with Linxia City of Gansu Province and Xiahe County to the southeast, with a total area of 2,100 square kilometers The County has an average altitude of 2,300 meters and an average temperature of 10 degrees Celsius, with an average annual rainfall of 268.6 mm and frost-free period of about 220 days. It has convenient transportation facilities, 160 km from Xining City. The "Lin-Ping" highway and "Xun-Tong" highway have crossed its region.

Project Cooperation Content:
1. According to Sala Nationality’s unique culture and architectural styles, to integrate tourist resources in the neighborhood of Luotuoquan and take Luotuoquan scenic spot as the leading one.
2. The total investment in the project is nine million Yuan and needs to introduce foreign investment of 7.5 million Yuan.
3. Foreign investment is mainly used for the constructions of cultural relic’s exhibition, roads, main gates of tourist attractions, parking lot, water and electricity and heating facilities, reception room, sculpture, lounge, miniatures of landscape, development of Tuoquan Ring, the development of springs, sanitation, fire protection, communications and other facilities.

Project Construction Condition:
1. The project is located in Luotuoquan of Jiezi County.
2. Water, electricity, communications and other facilities are available in the project construction site, and transportation is very convenient. The "Lin-Ping" highway and "Xun-Tong" highway have crossed its region.
3. The foreign investors of the project can enjoy preferential policies in land acquisition, taxation, and some other aspects.

Project Financial Analysis: the construction period of the project is two years. After the project is completed, the annual income will be 3.5 million Yuan with a net profit of three million Yuan. The investment payback period is three years.

Project Operation Condition and Economic Estimate:The construction of Luotuoquan Sala National Park can help both domestic and foreign tourists to have a brief understanding of the history, folk customs and life of Sala Nationality, which meanwhile can play a leading role in the promotion of Xunhua, stimulating related industries and the local economy. Take that the number of tourists to Xunhua can reach 200,000 each year and per person consumption is about 5 Yuan, the annual turnover will be over ten million Yuan, with an annual profit of three million Yuan.

Project Progression: The project has been included in the tourism development plan and has submitted the plans. The feasibility study report has been authorized.
