Project Background: Haidong region lies in the middle area between Qinghai Province and Gansu Province, governing six counties all together, with a total population of 1.55 million. It has dense population compared with other counties in the province, and a relatively developed economy and culture as well as convenient transportation and communications facilities. The number of junior middle school graduates in the region is around 20,000 each year. Only half of them can smoothly go to high school for further study. Nearly 10,000 junior high school graduates can not enter a higher school normally each year due to the resource constraints of middle high school. Pingan County, the location of the Administrative Office, has only one senior high middle school which could only enroll 45% of junior high school graduates. Senior high school enrollment rate of the region is only 40.9%. Therefore, the construction of Haidong senior high middle school is of great imminence.

Investment Budgetary Estimate: the project is implemented over three years, with a final investment scale of 60 million Yuan. It requires attracting capitals of 20 million Yuan.
