Development and Construction of Tourism Facilities in Gunzhongkou (the Rolling-bell Pass) Scenic Spot

II. Survey of the Project Undertaking Unit:
Gunzhongkou Administrative Section is an institution affiliated with Yinchuan Horticulture Bureau, undertaking the horticulture, afforestation, tree protection and tourism management in Gunzhongkou Scenic Spot.

III. Contents of the Project:
The overall development of Gunzhongkou Scenic Spot includes:
1. Infrastructure facilities construction: Renovation and resumption of tourist visitors pavements and temples; Development of the natural landscape resources in the beauty spot.
2. Entertainment and recreation facilities development, including accommodation and shopping facilities, and facilities for demonstrating the local ethnic culture and customs. Investment can be contributed in a particular subsidiary project or in the project as whole.

IV. Conditions for the Operation of the Project:
Gunzhongkou Scenic Spot, located at the east side of the foot of the Helan Mountain some 42 km away from the capital city of Yinchuan, is the first tourism area ever developed and constructed in Ningxia Hui Autonomous Region. Being linked with the highways for the special purpose of tourism, and with one China Unicom and one China Mobile station in the area, transport and telecommunication are convenient here.

V. Market Prospect:
Gunzhongkou Scenic Spot is a tourist destination with the most abundant tourism recourses in the territory of Ningxia. The landscape reserves of the geomorphological spectacular sight of the wind eroded granites—known as the "Stone Forest in China's North" in the area are tremendous. The Stone Forest has an extremely high value of science research, aesthetics and of visual arts due to its perfect development of wind erosion and its queer rocks of rugged beauty which have been a rarity in China and even in the world. The summer villa of Ma Hongkui, the first governor of Ningxia Province during the Republic of China period, is the best preserved wooden building constructed during the ROC period. The detached building (known as Wangninglou) coupled with a three-entrance courtyard separated with gardens has provided us with valuable tangible material for the research of the architecture during the ROC period. It is the best destination for appreciating the living environment of the top government officials of Ningxia during the ROC period. In the beauty spot, temples of the three major religions of Taoism, Buddhism and Islamism are presenting themselves on the same mountain plus a great deal of the localized religions, legends of divinities and the ruins of Lamaism. The religious layout and arrangement, so eccentric and exotic in style, have been the peculiar excellence among the places for religious activities in China's well-known mountains. The ruins of the two large royal buildings of the West Xia Kingdom (the outline the foundations of these buildings can still be clearly seen today), a number of the ruins of buildings in Yuan, Ming and Qing dynasties and a large number of rock paintings and stone engravings have been a real witness to the time-honored history of Gunzhongkou ( the Rolling Bell Pass). The beauty spot has a great potential for futher development.

VI. Estimated Investment and Economic Profits:
Total investment required: RMB￥150 million. The annual income on business operation after the project completion: RMB￥60 million with profit can be as high as RMB￥30 million.

VII. Progress of the Project:
In early 1980's ,the city government conducted a large-scale development and construction to the scenic spot by building the roads and the touring pavements in the Mid Valley and Penholder Mountain. In addition, part of the temples was renovated as well. A scenic spot with a number of tourism attractions has taken shape.
