I. Project Title:
Development and Construction of Yuehai Wetland Park

II. Survey of the Project Undertaking Unit:
Ningxia Hui Autonomous Region State-owned West Lake Farm is affiliated to the region's Farm and Land Reclamation Affairs Administrative Bureau. To date, the farm has 2500 on-staff employees. It covers a total area of 2013 hectare. Of which, 800 hectares of land are cultivated; 718 hectares are of water areas with the average depth of 1.5 meters of water in sound quality. The farm's land is fertile, suitable for growing reed, cattail and stem of cattail. The economic incomes mainly come from the wetland-based tourism, fishery, and wheat, corn, soybean, vegetable, melon and fruit growing. Total output value: RMB￥31 million.

III. Contents of the Project:
1.Infrastructure Facility Constructions include:
The South Wharf, Car Parking, and office buildings, all will be located at the south end of the park (2) A recreation square.
2. Ecological project constructions include:
(1) Renovation of the Reed Lake. On basis of the first phase of the project construction, some 3000 mu of the water area of the Reed Lake will
be further transformed by dredging the waterways, and trimming the reeds.
(2) Ecologically Based Sightseeing Park construction includes:
① The Wild Fowl Raising and Sightseeing Farm;
② The Farm Households Recreation and Sightseeing Center to the west of the Lake No.9.
③ The Agric / Ecologically Based Sightseeing Park in the No.9. Lake District.
(3) A 30-meter high ski run covering an area of 100,000 m2, and an on-lake skating rink will be constructed. and,
(4) Agriculturally Based Sightseeing Park Construction.
3.  Water Sports Area And Off-Shore Villa Groups Construction includes:
(1)  A large-sized water sports area. and,
(2)  Housing estates and detached house community.

IV. Conditions for the Operation of the Project:
With the complete set of ecological system, wide water area, and abundant wild animal, plant and wetland resources, especially 107 different strains of wild birds living in the 12,000 mu of water area and the reeds growing in the area, the park presents us a beautiful picture of the natural wetland.

V. Market Prospect:
Perfectly located at the outskirts of Yinchuan City, Yuehai Park (the Grand West Lake) with the complete set of infrastructure facilities and rich tourism resources has a unique natural condition for the development of tourism industry.

Total Investment Required: RMB￥110 million

VII. Progress of the Project:
Construction of Yuehai Park was launched on Nov.28, 2002. RMB￥64 million have been successively contributed for the 1st phase project construction. The lake enlargement, waterway dredge, resuming the cultivated land to their natural lake state, tree planting and infrastructure facility constructions have been completed by now. With the completion of the 1st  phase project construction, such services as the ecologically based around and on lake tour, and fishing have been opened to the public.
