I.Project Title:
Construction of Suyukou National Forest Park Lingguang Scenic Spot Tourism Road and Telpher

II.Survey of the Project Undertaking Unit:
Subordinate to Ningxia Helan Mountain State-level Natural Protection Zone Administrative Bureau, Ningxia Helan Mountain National Forest Park Co. Ltd. was established in 1997 with registered capital of RMB￥15 million, and fixed assets RMB￥100 million. At present, Yingbin District scenic spot, Yingtao Valley scenic spot, Songtao Village scenic spot Qingsong Ridge scenic spot and Helan Mountain museum have been built up. Yangguang Telpher, Songtao Village, Ethnic Park and Helan Mountain Ski Field are inviting investments. Xixia Temples in Lingguang scenic spot are to be restored. It has a staff of 240. The output value is RMB￥10 million.

III.Contents of the Project:
To build a 5.1-kilometer-long and 7-meter-wide concrete road
To build a 3-kilometer-long telpher

IV.Conditions for the Operation of the Project:
Lingguang Scenic Spot is one of the five scenic spots of Suyukou National Forest Park. It has attracted nongovernmental capital over RMB￥5 million, restoring a Xixia temple and a monastery. The four developed scenic spots in Suyukou National Forest Park having complete infrastructure and equipment, are mature ones with services of eating, living, traveling, touring, shopping and entertaining. It has a daily reception capacity of 7,000 at the best.

V.Market Prospect:
Lying in Helan Mountain State-level Natural Protection Zone, 30 km. away from Yinchuan, capital of Ningxia, Suyukou National Forest Park is on the tourism golden line which includes such famous scenic spots as the Xixia Imperial Mausoleum, the West Film and TV Video City and the Sand Lake. In recent years, tourists and the economic income has increased at 30% annually. With the implementation of the Western Region Development program, the strategy of Constructing Big Yinchuan and Developing Tourism, it is anticipated by experts that the tourists will amount to 500 000 within 3 years and have good prospects for tourism development.

VI.Estimated Investment and Economic Profits:
Total investment is RMB￥22.5 million. After construction of Lingguang scenic spot, the reception volume has been doubled and the price of entrance ticket has been raised from RMB￥30 to 60 . It takes only 4 years to retrieve all investments

The infrastructure of the scenic spot has been finished.
