I.Project Title:
Construction of Hardcore Zone of Excellent Milk Cows at "the Milk Cradle"of West China
II. Survey of the Project Undertaking Unit:
The construction of Wuzhong Jinyintan Hardcore Zone of Excellent Milk Cows is the key project supported by the state, which is an agricultural model at the national level. It is south to Jinliaonan Road, east to Jinliaodong Rd, west to Jinliaoxi Rd, and some 2.9 km long from the south to the north, some 1.08 km wide from the east to the west and covers the land area of 3678.7 mu totally.
III.Contents of the Project:
To build the road in the zone: building 2 main trunk roads(Zhongxin Rd. is 2.5 km long, Jin Xi Rd. is 3.8 km Long ), 4 minor trunk roads including Wei 1 Rd., Wei 2 Rd., Wei 3 Rd,. and Wei 4 Rd,. totalling 3.5 km Long ). Altogether they are 9.8 km long; to build water supply project including drill 2 deep wells, lay 26.2 km of tapped water line; to build drainage project including digging drainage ditch as long as 10.67 km, pave 8.07 km of pipeline; to set up power supply project including 6.258 km of high volt power line at 10 kv, mounting 18 sets of transformers; building forest belt along the roads with forest coverage of 476 mu, with the forest coverage rate at over 20 per cent; to build 22 raising and breeding parks of milk cows, where there ate 300 000 capita of the cows; to build 3 centers of fodder and grass distribution; to assist to set up a modern service system managing milk cows including the centers of an information management, breeding for the milk wows of good breed and preventing from and controlling epidemic diseases etc.
IV.Conditions for the Operation of the Project:
The project area is located at Jinyintan Town, Litong District, Wuzhong City, 9 km from the downtown of Wuzhong City, near Provincial Highway 211, a convenient communication and an advantageous location.
V.Market Prospect:
Nowadays, the world average annual consumption of milk is 90 kg per capita but that amount is over 200kg in UK, USA Canada and other advanced countries. In china the amount is some 13 kg. To compare, China?s dairy industry has much room to develop. With the increase of people's income and living level and with the changes of their consumptive ideas and food modes, the milk market is fast demanded, resulted in the obvious contradiction between supply and requirement day by day. At present, there are fewer good milk cows on sales in market, and besides, the price is expensive. Therefore, the present obvious contradiction of the dairy industry development is that the increase of good cows is lag behind that of milk consumption. As a result, it is urgent to improve the quality of the cows quickly and there is a good foreground in developing and breeding the milk cows in good quality with high yield.
VI.Estimated Investment and Economic Profits:
The total investment is RMB￥590 million, of which for the construction of the infrastructures in RMB￥22.66 million. After the completion, there will be 30 000 capita of milk cows, annually yielding fresh milk of 100 000 tons with the value of RMB￥170 million.
VII.Progress of the Project:
The whole layout of the zone and the investment plan at the 1st stage of the construction have been approved by Ningxia Development and Reform Commission in its government document No.439 in 2004. So far the road project of the zone has been finished. Below has been completed including 2 wells, 2 km water supply pipes, 2.5 km drainage pipes, 6.2km power line at 10 kv, and the three centers mentioned above have nearly been built, and now 4 raising and breeding parks are put into operation; 5 ones are under construction, 72 cowhouses have been built with some 3000 cows in them.
