1. Project Content: Jiguan River Hydropower Station conveniently lies on the upper reaches of Jiguan River in Wufengzhai, with a distance of 5km far away from Maliang Town 70km from the center of Baokang County. The rainfall area of Jiguan River, with reservoir controlled area,is of 285 square kilometers and water source head of 270 meters, within the area, there are thick forests, perfect vegetation and steep cliffs on the upper reaches with swift current, great water drops and abundant underground streams and natural caves, it is an ideal place to build cascade water power stations. The project can be developed in three stages, with the first phase installed capacity of 4,000 KW and the second phase of 6,000KW, and the third phase of 10,000 KW. The total installed capacity amounts to 20,000 KW. The annual utilization hours of installed capacity are 3,000 hours and the yearly power generation is estimated to 61million kilowatt hours (KWH). The project is composed of dam, spillway, and power generating house, voltage increasing station and power transmission line. The power will be transmitted to the 35 KV transformer station in Maliang town and then combined into the electricity network through a 35 KV power transmission line of 5km.
2. Investment Estimation and Financing Scheme: The main construction targets of the project are: removing 95,000 m3 of stone and earth; cement grouting 2.23 million m3; concrete filling 100,000 m3; making and erecting 1230 tons of reinforcing bars. The estimated static investment of the project is USD 15million, including: USD 8.5 million for construction work, USD 6.3 million for electromechanical equipment and installation and USD 200,000 for other expenses.
3. Economic and Social Benefits: Power revenue: When the project is completed, the annual power generation is estimated to 61 million KWH. Calculated according to the current network power price of RMB 0.38yuan /KWH (the average network power price in Hubei Province at present), the annual power revenue is USD2.2 million. Net profit: The budget for various expenditures including tax payment, management cost, and wages for workers etc. is USD980, 000 per year, among which USD200,000 for management cost, USD610,000 for tax payment and USD170,000 for workers’ wages. The annual net profit will reach USD1.22 million. It will take 11 years to get back all the money invested. Electric power supply plays a significant role in promoting the development of local industry and agriculture and improving the local living standard. The main risk of this project lies in water conservancy supply in the local region. As long as its rainwater is ample, this project will surely have better economic benefits.
