1. Project Content: The designed capability of the sewage treatment project is 48,000 ton/day.
2. Investment Estimation and Financial Scheme : The total estimated investment is USD 13.7 million, including sewage pipe construction: USD 5.6 million (funded by the state and self-raised by the local government), wastewater treatment plant: USD 5.6 million (including USD 600,000 for land purchase), and civil work: USD 2.5 million (USD 2.1 million for major equipment, USD 400,000 for other expenses)
3. Economic and Social Benefits: After Yicheng Sewage Treatment Plant is completed, municipal sewage disposition fee will be charged. Calculated at the rate of USD 0.04 / ton, the annual sewage disposition fee is about USD 660,000. The investment recovery period is 8.5 years. This project will play a significant role in improving water quality of Hanjiang River, optimizing the ecological environment and promoting the economic development of the cities along the Hanjiang River. Therefore, this project has remarkable social benefits.
4. General Information of the Project Enterprise: The city of Yicheng, is located in the hilly area of north-western Hubei Province and in the north of Hanjiang River Plain, with a total area of 2,115 km2, and 15 km2 for the urban district. It occupies a population of 530,000(0.53 million) and a population of 150,000(0.15 million) in the urban districts. The investigation made by environmental monitoring departments indicates that about 50,000 tons of wastewater produced in the urban districts flows into Hanjiang River directly without any treatment every day. During the past ten years, water quality of Hanjiang River tends to deteriorate gradually. With the start-up of the middle line of the south-to-north water transfer project, Hanjiang River’s discharge capacity will be decreased to two thirds of its original discharge capacity. What’s more, the increased amount of urban population will increase sewage discharge amount, which makes the water pollution problem of Hanjiang River even more serious in the following years. Therefore, erecting an urban sewage treatment plant is an important event relating to the life and production of the whole people in this city and an essential device to secure health of the people living on the lower reaches of Hanjiang River.
