1. Content of the Project : Being a key project of the industrial distribution of automobile, chemical fiber textile and energy resources in Xiangfan, this Chemical Fiber Textile Industrial Park, a park in the Fancheng Development Zone under the control of the People’s Government of Hubei province is an important projct to take advantage of Xiangfan’s rich textile raw materials and strengthen Xiangfan textile industry. At present, with the leading enterprises of Hubei Chemical Fiber Textile Group and Fujian Jingwei Group, we plan to convert this park into a famous textile industrial base in middle-western China or even a national famous one gradually by attracting chemical fiber textile projects at home and abroad into this industrial park. It’s designed to introduce 20 enterprises within 3-5years, with the production value of USD125 million. The development orientation is to provide an investment platform and to attract investment and merchants to activate existing capacity and to introduce new sources, therefore to form block featured economy, with market -oriented and centered around chemical fiber and textile production. Associated with the accessary enterprises, this industrial park aims to develop its industry chain, expand applied fields and vigorously create new products of chemical and textile with higher technological elements. And its land use formalities are completed. We have approved investment of Hubei Jingwei Chemical Fiber Co., Ltd, with the annual output capacity of 30,000 tons of viscose fiber serial products, and Hubei Chemical Fiber Group. The main products in Hubei Chemical Fiber Industrial Base are:
(1) Viscose short fiber project. Being an important textile raw material with the characteristics of good water absorbability, easy dyeing and being antistatic, viscose short fiber can be used to weave purely or mix or interlace with cotton, wool, silk, American jute and various synthetic fibers into many types of yarns.
(2) Viscose filament project. With the characteristics of being airy, smooth, soft and bright-colored, viscose filament is mainly used in weaving into cloth such as georgette, cotton linter and opal finished georgette crepe which is for manufacturing fashionable dress as outside material. Apart from this, viscose filament is also widely used in manufacturing bed cover, ornament and for fashionable dress of quality as inside material. In textile industry field, viscose-nylon knitting yarn and other novelty yarn woven by using viscose filament as a main element, are applied to weaving sweater.
(3) Cellophane Project. Being nontoxic, odorless, breathable and waterproof, cellophane is widely used as wrappings for foods, wine and tobacco, fireworks and gifts.
(4) Cord Fabric and Canvas Project. Developing the leading products of terylene cord fabric and the production and sales of brocade canvas. The main products include terylene cord fabric, brocade cord fabric, various union duck, whole belt carcass fabric, sebific duct and various thread and strings for driving belts.
(5)Mirabilite Project. Sodium sulphate made from mirabilite by dehydrating, processing and drying, is an important kind of chemically raw material.
2. Investment Estimation and Financing Scheme: The total investment should be over USD 1.25 million for each project to enter this industrial park.
3. Economic and Social Benefits: The construction of the industrialized country of the chemical fiber has very great realistic meaning and impetus. It can make the chemical fiber industry big and powerful, strengthen the cooperative development of related products, expand the production scale, elongate the industry chain, activate remnant assets, reduce the cost of investment, and raise the added value of the products. It will form a chemical fiber related industry chain and supply chain, stress industry's cluster, and mak industry chain big and powerful, all the enterprises can operate with low costs, get the latest information, and change their business focus easily to catch up with market. According to the plan, by 2010, the number of enterprises will reach 100 in the park. Output value or sales income will reach USD 1,250 million, Annual contribution of profi and tax is USD 62.5 million. Employees are 30,000. Hubei Chemical Fiber Group will provide raw materials with favorable prices to those associated enterprises according to project type.
4. General information of the project unit: The chemical fiber and textile industrial park is the functional park featured by chemical fiber and textile productiont in the planning district of Fancheng economic development zone, and its construction commanding headquaters has already been established on March 17th, 2005. The related service system such as finance, trade and business, telecommunication, postal service is completed in the peripheral area of the park at present, and the traffic is convenient. A method of closed- management, open- operation is implemented in the park, to create for domestic and international businessmen an economic enviroment with “excellent environment, flexible policy, good service, and self-fulfilling promise ".
5. Current Status: This Chemical Fiber and Textile Industrial Park is located in a cotton-producing region with bountiful supply of cotton and fuzz fibers of fine quality, which are the main raw materials for production. The moderate raw material purchasing radius guarantees low cost purchasing. Moreover, there exist two water treatment plants with 10,000 tons of daily water supply, a thermal power plant with installed capacity of 24,000 KWH, a 110,000 V transformer substation and the public works which can supply 325 tons of vapor per hour, which can meet the needs of development of the industrial park in the near future. The fiber optical communication network has been wired into the park, which makes the communications more convenient. We have equipped water purification devices in this park, which are capable of treating 35,000 tons of chemical fiber wastewater and 10,000 tons of black liquor. The output of Chemical Fiber Group of Hubei Province, a market leader enterprise in the Chemical Fiber Industrial Park, ranks No. 5 in the chemical fiber industry in China and the quality of its products also ranks among the top. In early 2004, we introduced Jingwei Group of Fujian Province, which invested USD31.25 million in building a chemical plant with annual output of 30,000 tons of viscose short fiber, whose total scale is expected to be annual output of 60,000 tons in future. The plant was put into production on October, 2005. In addition, Shaoxing Yarn Industry Co. Ltd is capable of producing 1200 tons of embroidery thread stitch yarn annually, whose technical skill and equipment are close to the most advanced technological levels in the world. In particular, the continuous spinning devices and short fiber production devices of Jingwei Group stand for the advanced technological levels. Being located in Taiping Town, Fancheng District, with convenient transportation, perfect basic facilities and preferential policy, the industrial park has the capacity to attract large-scale industry project. The land for this industrial park has been adjusted for industrial purposes with complete formalities.
