1. Background of the Project:  The project will be conducted in Baokang County, which is located in the northwest mountains of Hubei province. The county covers 3225 square kilometers of area with 390,000mu (26,000 hectares) of cultivated land and 240, 000 of farming population. Altitude of the county is between 193 to 2000 meters. And its mountainous climate featured by great temperature difference, sufficient sunlight and abundant rainfall is quite suitable for the growth of industrial crops. Among the cultivated land, the regular growing area of potato is about 70,000mu (about 4,700 hectares) with annual output of 70 million kg. And 60% of potatoes are flowed into vegetable market with average price of 0.5 RMB per kg. So the economic efficiency is extremely low. According to surveys, in the recent years, with the fast development of high-efficiency aquiculture and foodstuff in China, demand for starch is increasing at very high speed. Whereas the production capacity of potato starch is only around 20, 000 ton per year, it completely can not satisfy domestic demands. Therefore, it is planned to initiate a potato starch processing project in the county. And the economic efficiency and the market have very bright future.

2. Capacity and content of the Project:  A potato starch workshop is to be built with an annual capacity of 5000 ton at the location of Tumen, Chengguan town of the county. The investment mainly flows into two parts. One is 3000 m2 of infrastructures such as factory buildings and workshops, and 800 m2 of office building. The other is to purchase processing facilities.

3. Investment of the project and it deployment:  Total investment will be 1.2 million USD including 625,000 USD for working capital.

4. Forms of development:  Sole investment and cooperative business are all feasible.

5. Benefit perspectives:  After put into production, annual production capacity will be 5000 ton, and the annual production value will be  USD 2.375 million.
