1. Background of the Project: Located at 15 km southeast to the urban of Xiangfan, Lumen Mountain lies at the middle reach of Hangjiang River, neighbouring No.316 State Highway and Xiangfan Airport. Blessed by the excellent natural enviroment and abundant cultural resources, it's a charming scene spot.Guangwu Emperor of Han Dynasty, Liu Xiu, visited here and contructed Lumen Temple. The temple is named after the emperor's dream of being protected by a magic deer. From then on, it has been the famous temple all over China. A large number of famous poets and scholars has visited here, such as Meng Haoran, Pi Rixiu, Li Bai,Du Fu, Bai Juyi, Wang Wei, Mi Fu and Zeng Gong. Lumen Mountain is one of the main scen spots around Xiangfan, and a part of "One River, Two Scene Spots"- Hanjiang, Longzhong and Lumen Mountain.

3. Content of the Project : The development will emphasis on the culture of poem and Buddhism. To develop varios tourism products, it plans to introduce Meng Haoran, Buddhism, Medicine of Pang Gong, and Forest Ecology. According to the plan, the total area of this project is 40 km2, the core construction area is about 20 km2,the following projects will be built: A Lumen Moutain Religion Culture Tourism Zone.Covering an area of 1303 mu, the project includes Shizishan, Xianglushan,Bawangshan, Lumenshan, Li's Moutain, Lumen Ferry and other hills around Hangjiang River. B Lumen Moutain Forest Ecology Tourism Zone. Covering an area of 610 mu, it includes Zhenggang and Zhengchong Forestry Centres C Lumen Mountain Ecology Recovery and Comprehensive Industry Development Zone.Covering an area of 2,077 mu, it includes Hangjiang, Tuanshan, Li's Moutains, Chunhe River and Zaolin Reservior.
4. Estimated Investment: The total investment is 11.81 milliom USD. The investment of first phase project is 4.3 million USD, 5.71 million USD for the second phase project, 1.8 million USD for the third, 280,000 USD for the management project, 9.3 million USD for entertainment facilities, 1.9 million USD for infrastructure, and 330,000 USD for propagandization and the markrt extension.
5. Economic Benefit Analyses: The recovery period of statice investment is 3 years and 3 months, and 3 years 7 months for dynamic investment.The financial yield is 19.7%.
6. Process of the Project: The comprehensive and detailed programm has been fulfilled by Shanghai Tongji Town Planning Institute, and has been approved by Xiangfan Tourism Bureau, Xiangfan Planning Commission and the local govorment.
