I. Brief Introduction on the Project 1. Profiles of the project: building Huolin River-Baicheng Railway and constructing large scale firepower plants group are the key projects planned by the State in early 1980s to cooperate the development of the coalfield of Huolin River. The Huolin River-Baicheng Railway is expected to reduce 384 km of coal transporting distance from the Huolin River to Baicheng and achieve the annual capacity of transporting 18 million tons of coals (6 million tons in the first phase and 12 million tons in the second phase), which plays an important strategic role in solving the electricity and coal transportation problem in the northwest region of the northeast China, supplementing the shortage of the coal resources of Jilin Province, promoting the social and economic development of the region along the railway line and especially the west of Jilin Province and rejuvenating the old northeast industrial base. It starts from the Huolin River of Inner Mongolia and ends in Baicheng City (work area of Wu Jiahu), with a total length of 299.6 km, of the total, rebuilding length from Huolin River to Chejiayingzi is 155.6 km and the newly constructing length from Chejiayingzi to Baicheng (Wujiahu) 144 km, being the first degree standardized construction of mongline underground. 2. Mode of Investment: exclusive investment 3. The total investment and the registered capital: the total investment on the project is 889 million Yuan, of which, 603 million Yuan is for the section from the Chejiayingzi of Inner Mongolia to Dongfeng and the 286 million Yuan for the section from Dongfeng of Jilin to Wujiahu. There has already been 400 million Yuan for the project and all the best is expected to apply loan. 4. The investment needed from the foreign party: funds 5. The process of the project: the feasibility research report of the railway was finished in January 2004 and registered and authorized by Development and Reform Committee (the registered number is [2004]256).The five branch reports namely the environmental protection evaluation, water and soil maintenance, geological disasters, forest industry and land expropriation will be completed in September and the preliminary design is planned to complete in October.
