The year 2006 marked the beginning of the 11th Five-Year Plan. It is a crucial year for the development of digital cities in China. The "Proposals on the 11th Five-year Plan for National Economic and Social Development Made by the Central Committee of the Communist Party of China" establishes main tasks and direction of IT application in China during the 11th Five-Year Plan period. In 2006, China's pilot projects for digital cities were summarized. Through the pilot projects, China summed up experience in the development of digital cities, and explored the way to achieve success.
