Report Highlights
The year 2006 marked the beginning of the 11th Five-Year Plan. It is a crucial year for the development of digital cities in China. At the 6th Plenary Session of the 16th CPC Central Committee, a major decision was made to build a socialist harmonious society, which confers IT application with richer connotation and new historical mission. Building a socialist harmonious society becomes a strategic mission in IT application in China. As an important part of IT application, e-communities play an irreplaceable crucial role in facilitating residents' lives and improving living standards, enhancing interaction between governments and residents, and expediting the development of service-oriented governments. Therefore, as an integral part of promoting the development of a socialist harmonious society, e-communities draw growing attention from the central and local governments on all levels.
In such a policy environment, CCID Consulting releases the 2006-2007 Annual Report on the Development of E-Communities in China, which is the first research report presenting overall assessment of IT application in urban communities.
With quantitative data, the report describes and analyzes the basic situation and characteristics of e-communities in China and existing problems on three levels - municipalities directly under the central government, provincial capitals and vice-provincial capitals, and main urban areas. Meanwhile, it looks into the development trend of e-communities for some time to come, to provide decision support for governments on all levels in promoting IT application in the society. The first part of the report gives an overview of e-communities in China and the evaluation system; the second part assesses the present situation of e-communities in China in various dimensions and gives ranking; the third part puts forward the development experience of e-communities in China, examines existing problems and looks into the prospects. Evaluation data in the report involves more than 30 indexes in three aspects of IT application in communities. The objects of evaluation include all municipalities directly under the central government, provincial capitals, vice-provincial capitals, and urban areas.
